
With a sharp spike in mass casualities on account of terrorism between 2005 and 2007 the UPA sarkaar’s kiss of death to the aam aadmi foreshadows ominously for the nation’s future.
The Sunday Indian Express carried a riveting piece of statistic on casualities between 2002 and 2007 on account of Terrorism in India

Between 2002 and 2004 when the Vajpayee lead BJP-NDA Government was in power with Mr. Advani at the helm of internal security not only did one see a steady decline in J&K, a trend which continues through the UPA years, but there were almost no Naxalite related casualities or casualities in the North East.
Notice the sharp spike in casualities across all three major sources of terror - North East, Naxalite and Terrorism with trend that only gets worse as we move from 2005 to 2008.
Factors that have lead to this sharp spike since Sonia Gandhi abdicated her responsibility and forced a dysfunctional Prime Minister in Manmohan Singh and a gutless wonder Home Minister in Shivraj Patil on the nation.
The other factor that can be traced , how the Congress indulged the ULFA in the elections in Assam.

July 26 ,2008 - Ahmedabad. A series of seventeen blasts killing 49 and injuring 160 people
September 13 ,2008 - Delhi. A series of 5 bombs exploded in Delhi, killing 30 and injuring 90.
September 27,2008 - South Delhi. One child was killed and 23 more were injured

In the stats table by Indian Express, it is observable that the Death Toll has increased considerably after the UPA has come in. Hence, you have rightly put your topic as "UPA's kiss of death...."
I wish to draw your attention to the year 2002 where the number of deaths during Gujarat riots have been silenced. Kindly add that BIG number and then you would find ki the NDA sarkar was a bigger enemy of the Aam Aadmi.
PS: Mistake done through intention and mistake through carelessness are different issues. The stat table you have quoted is mum about the former one.
